the Scouting Report Bercow's insistence on short questions and answers, briskly paced proceedings, minimization of empty political grandstanding, and assistance to members in holding the executive to account were far more important to the longterm health of political discourse than the attention parliament gets for the spectacle of its animated debates. His interventions, moreover, are more interesting in their content and style than any and all of the heckling that occurs in the chamber. As Jacob Rees-Mogg noted in his 2015 speech nominating Bercow to return to the chair, he treats members impartially but is a partisan for the House. Critics of Bercow dislike his public, sometimes heavy-handed, rebukes of members, but insofar as he measures his remarks according to the experience and observed intentions of the offender, we accept that it is his role as the Speaker to offer clear guidance, solicited or not, to keep the proceedings in good order. In his time as Speaker, Bercow welcomed scrutiny from his colleagues and the public, and handled it better than any other political figure we have seen, even in the face of ad hominem attacks and complex constitutional issues. Led reforms to increase parliamentary outreach to schools (the parliamentary education center and youth parliament), and encouraged people from all backgrounds to engage in politics and civic life (including public lectures and the political internship placement program).
